Assuming the cooling isn't suspect: don't use Windows. Every time Windows boots it sounds like the computer is going to take off with all the phoning-home and background processes it is doing.

I'm actually trying to piece together things for a computer myself right now, 25.6 dB should be fine, right? I gotta hunt around for what the Lancool 207's built-ins sound like.
For the last year or so whenever my fans first turn on they are exceptionally loud, it sounds like a grinder or blender or something. It goes away after a few minutes or after I hit it a few times

My gpu has a defect where the fans will think they're being undervolted and then overcorrect by trying to blow at like 50000rpm. I've done everything from that to changing the thermal pads to updating the card bios and even putting a lil desk fan in front of the case to cool it down more, it still happens. It's a known issue with 3090 cards and I got mine for cheap on ebay.

I grew up in the 90's and was lucky enough to get the 'family computer' into my own bedroom waaaaaaaaaaaaaaay ahead of the curve. Falling asleep every night to the loud humming noises comforted me. The machines run 24/7. If I can't hear the noise it means the PC isn't running and why would that be???
