They go from deciding they have the authority to supersede Data's bodily autonomy and his right to refuse to undergo what would be, to any organic member of the crew, a massively invasive and dangerous medical procedure, to outright revoking his personhood and declaring him property. Maddox did not do that by himself. It's explicitly stated that in the years since he tried to deny Data entry into Starfleet on the ground that he didn't think he was a sapient lifeform, he's been buttering up Admirals with ideas of replicating Dr Soong's work so they can built their own android crewmen. The only thing in the way is that Starfleet and the Federation consider Data a person, with rights and freedoms. So they try to have all of that stripped away in some podunk court on a Starbase by a single lawyer who doesn't even have her full staff instead of in front of the Federation Grand Jury on Earth.

The episode ends with Maddox, personally, being humbled and accepting that maybe he was wrong about Data but the Admirals get no such comeuppance. Because later on they decide that Data's daughter is Starfleet property too. Do you not see how fucking dark it is that some military bigwigs can arbitrarily decide to give the order that someone is property now and fully expect it to be followed? What kind of rancid society or workplace culture produces people like that?

DS9 was sort of like Metroid Fusion. Pretty good on its own, but it set a bunch of precedents that would lead to ruin in later installments.

Sisko explaining to the wormhole aliens what linear time is like for humans through a game of baseball is peak Star Trek. I imagine the showrunners originally thought that Wesley was going to be one of the central characters of the show, just like the early episodes of the Simpsons focused more on Bart. Making Wesley smart was what they did to try to force him into situations where he wasn't really needed. Remember, the early belief was that a Star Trek show led by a bald, older looking Englishman playing a Frenchman, in contrast to the young and action-oriented Kirk was a risky idea. Even Stewart was sure the show wouldn't be renewed and didn't even unpack his stuff for the first year. Riker, being much more Kirk-like, was pushed a lot early on, leading all the away teams while Picard stood on the bridge yelling at nothing over the communicators. They pushed Wesley because they figured he would draw in younger viewers, even making him the helmsman, which made no sense for a brainy guy, but again the series evolved beyond him and eventually the producers caught up and started moving him to the sidelines. They realized that Stewart's acting ability dwarfed the rest of the cast combined and started giving him more to do as well.

Exactly. It was an incredibly forced attempt to make him a central figure on the show when he was superfluous as a nerd (Data), or a sexless geek (Geordi).l, and he was so annoying that he didn't bring in any young viewers either. I think it was when Berman came in that he straightened all the early bs out.

Problem there is both Data and Geordi had the writers trying to figure what to do with them since Data was more just the walking computer and Geordi the helmsmen in season 1.

Those were easy. Data was supposed to be the TNG Spock. McCoy even quips he thought Data was a Vulcan at first. And Geordi was Chekov. The TOS parallels they were clearly going for early on were pretty obvious. Even Worf filled the 'Alien on the Bridge' part of Spock. And they had him stationed at a console off to the side just like Spock.

That was really only attempted in season 2 when they introduced Pulaski to recreate the McCoy Spock feud, which ironically helped Data create his own character that went beyond that. Same with Worf. Pulaski does not get enough credit.

Data's constant lack of understanding of human thinking outside of pure logic was always a callback to Spock, taken to more of an extreme. Spock later on remarks how Data is essentially what all Vulcans aspire to be - a creature of pure logic
