No, that's 4th dimension. 3rd person means an uninvolved outside observer that is still a primary source, i.e. a pedestrain or a camera. To get 4th person shooter, you'd have to not observe the action at all.
So it wouldn't be a shooter, you'd just tell them where to go and they operate and you get updated on the results. Like one of those top-down swat games. Or Mount and Blade autoresolve.
