Custom tracks should be automatically downloaded as they are picked, but characters and karts won't, so in order to see other player's mods you'll need to subscribe to them on the workshop yourself

I believe it is yes, been playing it a lot lately and it's super fun for people that loved the speed and technical racing of CTR.

Couple of branches came out of WebmForRetards after they stopped working on it (WebmForBakas and WebmForLazys). I think this one I'm using is the one that's still alive.

I think it's great, it's fast, controls are tight, you can get some serious shortcuts by driving well and conserving your speed with reserves.

The items are ass though, I hear they are reworking them, honestly I'd just prefer if I could select what items spawn during a race so I can have a race with only teleporters (this item is actually very cool because it lets you phase through some terrain elements for big cuts). The mods are also fantastic, lots of people are importing tons of tracks, karts, characters and wheels and the tools for doing it seem to be well documented and easy to use.
Definitely give it a try if you liked CTR, I'm hosting right now if you want to give it a test run.

Considering the devs are huge CTR-Tryhards, the items are probably ass by design. It's lame to have USF and get cucked by some dude using a clock or whatever so they make it so you are as close as multiplayer time trialing as possible.

The HP system they have in place is definitely so you can tank a couple of items before "spinning out" which I think it's a good idea, though it could be slightly better implemented, I think you should get some sort of reward for hitting a player with a weapon, perhaps a reduction in reserves rather than health; but at the same time, the items should probably not be auto-locking weapons so you need some amount of skill to hit shots or place hazards for the other racers.

there is no lightling/clock equivalent and there is a lot of item counterplay to the blue shell/orb equivalent
my current issue with the items is that there isn't enough feedback for landing hits or getting hit, and I'd prefer if more of the items didn't autoaim, for some it makes sense (the rocket items, the minigun, the blue shell) but there's no potential for skillshots or trap laying at the moment, which means you can't use items defensively to block other items unless it's specifically designed for defense like the blue shield.

Funnily enough, there isn't a right way version of this track on the workshop, it's entirely possible the uploader fucked it up and made it backwards. It's a pretty sick track though.

This. And the "warning" icons are pretty small so you don't even know what they are when they are signalling you something is coming.
Oh and the Bullet Bill equivalent is fucking busted lol. Good thing they are getting feedback and looking into reworking the items.

if you've played crash team racing it'll be super easy to adjust to.
I'd say that the biggest learning curve starts with just getting familiar with the way the drift and boost system works, once you have a rhythm for it you graduate to looking at ways you keep your speed which means steering-related tech and then finally optimizing lines
it takes some getting used to, but there is no upper speed limit so you are gradually accelerated to faster and faster speeds so long as you don't lose all of your reserves by going offstage, spinning out, or grinding against walls too much.

The mechanics are quite easy, but instead of charging a single big boost through drifting like in Mario Kart, you will charge 3 that you have to hit with good timing so you get Reserves (which lets you reach higher speeds); so the game is about chaining things that increase your reserves and maneuvering through the track with minimal losses.
