people don't like werehog because the fights interupt the really nice jazz music with extremely annoying jazz music, made an even bigger audio nightmare by the literal doorbell sound for the endless QTE's you're encouraged to do, and even if you unlock all your combos, know how to guard cancel you're still just playing bad god of war in your sonic game for some reason
the combat in sonic heroes is genuinely more fun when it actually works and you don't randomly attack in the wrong direction and fall off a cliff because its designed around picking the right move for the right time = instantly kill enemy. that's how devil may cry 1 worked, that's how a sonic game should work, instead because sega spent too much money on cool CGI cutscenes and boostshit gameplay means the individual levels need to be the size of entire genesis games you have to watch as the game deliberately wastes your time. 
the DLC levels where they focus way more on weird gimmicks and the platforming are way more fun so it's not even that the werehogs mechanics are automatically awful, it just needed about 6 months of polish or by sonic team standards maybe a year of polish
