They usually only get one card so you need to look at it as usually essentially paying a higher mana cost to make your deck bigger/get what you need when you need it. The second part is why they are usually powerful and that's exactly why in competitive play it's limited to just your sideboard which is something like 20 cards, I forget exactly and they've changed it but it is limited. You are also giving up a resource by using your sideboard for Wish effects because those 20 or so cards are the only ones you can swap into your deck during a tourney for different matchups. In formats that have tutors, ("search your library for any card" effects) tutors tend to be the better choice.

Depends on what you mean by degen. Magic has a long history of strong Graveyard decks breaking the game so they're pretty good about putting safety valves on things these days. The last major snafu in that regard was Underworld Breach a few years ago and that wasn't even broken in every format, just really broke a few. In general, mana helps check them which YGO doesn't have. The real issue is when there's some way to recursively get something back for too cheap a cost so a lot of effects that revive creatures for cheap exile themselves these days (most equivalent to YGOs remove from the game facedown).

It's a pretty old effect, and apparently they printed it as a keyword for some owl set (as "Learn"). I haven't played for a long time too, but I remember it being used in competitive as a way to grab direct answers from your sideboard. Most of the time it's really not that strong though.
