I always prefer to start on normal and then experience the changes on each subsequent higher difficulty. That's also what makes NGB a bit more interesting since it has Normal, Hard, Very Hard and Master Ninja, and not just Warrior, Mentor and MNM. It's interesting.

Based on what they've said so far about it, it seems like it will be the 2nd option. I think I would prefer to have entirely new weapons even if we only get a very small amount, since if I want to play with the old weapons there are 3 other games with multiple versions each that can provide that.
NG3 didn't add any new weapons which sucked. Of course there are unique mechanics to each game so having old weapons would also mean they would be getting new moves and gleam form moves and the like, but I still prefer having an entirely new weapon when I can just play 2 and 3RE for all the other weapons.
It seems like Yakumo is getting a lot of weapons that are reminiscent of Ryu's old weapons too, so I feel like there would be too much overlap between their weapons if Ryu got all his old shit back.

NG4 is generally not a port of the old mechanics/movesets from what I've seen so having new weapons for Ryu is the better option. Porting stuff into a new engine will often just lead to downgrades, so you'll end up comparing X thing to how it was in a previous game.

Besides with Yakumo getting super complex weapons, Ryu having plain nunchuks or a big ass sword kinda comes off as a disappointing. Stack having to pay for this stuff separately on top and it becomes very iffy.

So qe know Ryu isnt playable at least for the first 8 chapters. I also remember the Yakumo MN footage is supposed to be chapter 11, so I think Ryu will be playable for the second half. I just hope it is more than 3 chapters or something like that. If the game has, lets say, 22 chapters, I hope he is playa le for at least 6. What isn't cool is off-screen ranged attacks coming in from every direction with limited camera visibility. It's very reminiscent of the bazooka and explosive shuriken spam rooms. You get a lot of options to deal with them but unlike other action games Ninja gives you very strong universal defensive options. You can basically just block whenever you aren't attacking or dodge from a broken block to avoid damage or spam iframe moves.
