No, it isn't. It's just people not understanding the game mechanics and blaming the game for their lack of knowledge, it's the workman blaming his tools.

The ingame description is "Boosts ease of evasion and other actions." You could argue maybe that's a little too vague, but it definitely tells you that it affects how easy rolls will be and in my opinion is no more vague than other descriptions which never tell you what the stats actually do in total either. I'm pretty sure the game never directly tells you that equip load brackets determine roll distance either, but still the player has no issue working that out eventually.

The point of bringing up grab attacks here is because people always single out DS2 for them specifically, Pursuer's stab grab being a common example, when as you said they're universally garbage attacks.
