It's likely because they submitted this to Nintendo hoping it wouldn't need to be censored further. Nintendo refused it anyway. In other words, this was built as a console game first, PC second.

The sad thing is that if games like Senran Kagura, Genkai Tokki, Gal*Gun, etc. came back as PC exclusives, they could go further than they could on consoles, but Japan is still mainly consolefags outside of mobileshit.
The ecchi is good if you're fine with not seeing anything close to nudity. the gameplay is decent, but near the end it got so fucking hard and punishing with so many things that can kill you everywhere. well, it's my fault for playing Hard Mode I guess.
Magical Nut Ikuno (Pacman inspired) is still Qureate's best and most fun VIDEO GAME to play, even though the ecchi department is very, very lacking.
I think there's an upcoming Football-related game by Qureate, but idk the release date. looking forward to that.

Don't tell OP I said this, but there's a layering glitch if you make one of the girls wear the baby doll and get it ripped up. The see-through part of the dress erroneously makes the opaque part covering the breasts disappear if it ends up in front of it from the camera's perspective. This happens easily during the manhole minigame and you can see the breasts have no modeled nipples, as expected.
