Most shooter games already take place at extreme close range and the only reason snipers are viable is because the other weapons are intentionally made as shitty as possible. Make all weapons realistically accurate and deadly and problem solved.

I think a game or any fictional thing must make sense internally within its own setting. Its just a game sure, but in a lot of games the weapons are supposed to work somewhat like their real-life counterpart. You have to reload, you get sway or recoil. None of that is necessary in game but a simulation of a mechanical effect. Having a laser pointer that could not be turned off does not make sense internally in a game resembling reality in other ways.

Yes some thing will always have to be "gameified" such as respawning. Not everything can or should be absolutely realistic, eg if you got hit once and then could never play the game again it wouldn't be a great system. But with regard to the weapon itself, it makes no sense to have a permanently on laser. A glint from the scope would make sense as an example.

In fact that's the solution. Make the sniper rifle work like a golf game; until you hit a target you have to 'play the shot where it lies ', ie. wherever your bullet lands you teleport to. Also each missed shot reduces the power of the bullet.

Yes some unrealistic things are essential, otherwise the game is not playable at all, and some things are subjective, like "me not like sniper"

I don't think weapons should be balanced. A shotgun is more effective up close for example, thats the way it is and should be. A pistol will do less damage than a rifle. A sniper rifle is a high-powered long range weapon, its "balance" is that if you are looking down a sight all the time you might be unaware of someone coming up quietly behind you. If snipers are in the game, don't run out in the open. Bullet drop at long range should be included so there is more of an element of skill required on the sniper's part.

I've not been insulting you yet, but I feel like I could with justification.

Give players a "block" move with a longish cooldown, lasts about half a second and which leaves them motionless for like a second or so after but if activated at the right time blocks any attacks in that half second.
(Timings can be adjusted for balance purposes)

In addition to the enemy players, the sniper role also gets additional enemies that only they can see, It Follows style. They come from the enemy spawn point and slowly travel to where the sniper is and if they reach him he dies.
Either he has to snipe those enemies as well (alerting the enemy to his presence) or he has to periodically change sniping spots so they can't catch up to him.

All you have to do is put realistic bullet physics in the game and not use hitscan. This filters out 90% of legit players and cheaters from play-styles like sniping.

The only reason this was ever a problem is gaymers are retarded and get what they fucking deserve. They say realism=/=fun because they just don't understand what they want. They think they want ease and convenience but in every case this leads to rapid lack of interest, then the eventual total ruination of the game in question. They don't know what they want, they prove it on reddit, youtube, official forums, every place they're allowed to voice their criticisms, every chance they are given. They'll bitch about something nonstop while still sinking 8000 hours into the game, trying to get better at what they're bitching about. This is how you know your gameplay formula is successful. The moment you capitulate to them your game dies. You don't give the labrat the easy dopamine button, they'll just mash it til they get burnt out as quickly as humanly possible, there must always be a steep learning curb for high reward gameplay styles like sniping and making it realistic is the easiest, simplest way to do that.

Don't add sniper rifles in the first place and add DMRs instead, the weapon you'd realistically see in any scenario that most FPS matches portray.
