The map design alone is leagues superior to Quake. While some CS maps are far better than others, they have some of the most beautiful and genius geometry I've ever seen overall that gives many maps a very distinctive and iconic flavor, which synergizes well with the more tactical gameplay. A lot of both games is just forcing your target into a fight while youre in a better position, and obviously having well designed maps greatly improves that, and I would argue the increased movement speed and one man Swiss army knife design to enable individual heroics of Quake actually undermines what's possible through map design, which ironically makes things like clutching in CS A LOT more exciting because it really feels like you pulled some galaxy brained anime protagonist shit when win a 1v4. Additionally, mechanically CS is obviously just deeper and more tactical, between utilities, teamwork, objectives, etc, and there's a hard cap to how interesting you can make a game that's just clicking on the other guy, you need more if you want people to stick around.
