Namco owns the character, but another company not associated with Namco owns the rights to the 1982 arcade release.
Namco is still fully within their legal right to use the character without any royalty payment. They're simply choosing not to and journo posts like >>723035314 are oversensationalized bullshit. They're rebranding Pac-man's family retroactively for consistency, for better or worse.

Every time a pac-man collection would be released peole would be asking for it. It's considered the definitive pac-man sequel now, it picked what worked about the original and improved on it. Namco tried several other aproaches for a arcade sequel to Pac-Man with experimental angled perspective graphics and 2D plataformers, but they all felt so gimmicky that they just made people ask "where the fuck is Ms. PAC-MAN? The one with actual levels where i can go fast??"
