It has the best content and raid bosses with good VH gameplay design, and Jack wasn't annoying to listen to because the VA hated the script he was given and just ad libbed most of his lines. It's also the release timing of it.
BL2 got so incredibly popular because any one who played it a lot back at the height of its popularity remembers fighting all the different raid bosses with their friends (it was also lightning in a bottle though).
Most of the DLC is fun, weaker ones that come to memory is the hammerlock one
Nobody ever talks about BL2s writing because nobody remembers it, they only remember Jack
PS has the best VH gameplay design in the series, cryo and lasers being fun, but it failed because it had absolutely no content, and raid bosses aside from Sentinel and Iwajira. None of the story bosses being farmable like they are in BL2 didn't help.
BL3 sold well enough since it had the hype from 2, but that also has poor raid content as takedowns were the best idea GB ever had but they only made 2 of them and BL3 has some of the worst VH gameplay design as all of the characters are lazy mashups of preexisting VHs, except for Moze.
Legendary drop rate's bad as a severe overcorrection from 2, no extra VH like people were expecting from 2, story is awful because they force you to sit and wait too often listening to NPCs yap and killing Maya was an awful idea, Mayhem was handled badly at first until GB eventually settled on an actual design for it
