Faithful as possible to original hardware + shaders. I use Retroarch but I think Duckstation has CRT Royale which is good but it usually requires tweaking to not look like shit in my experience.

i like the bezels retroarch provides. there's a ton of options. they're very customizable, like this one shows a zoomed out view of a TV but you can zoom it in as much as you like.

IMO yes, the games look better with the kind of grit and noise and distortion that CRT or filters meant to emulate it provide.

Higher res textures FPS fixes and filters would ruin the creepyness

CRT filters with signal noise enhance the creepiness. it's how the game was meant to be played. SH3 in particular ramps up visual noise from the graphical side because of how effective it was on the original game.
