Unless your character is Enkidu or Chaos, no, it should not be.
Merk has some of the longest reach in the game. Full-screen options, unique flight, and can set up worms if you give him free time. He's also got pretty strong anti-airs.
Try out his mission modes. They recently added new missions that generally reflect the combos you expect to use in the current meta for a given character with the newest update. You don't have to start out with the optimal stuff so just work with the simpler stuff first.

Vat's a tough one to start out with. I don't know what fighting games you've played before UNI but Vat needs to charge AND hold so she's really demanding even at a low level since you need her gems to really make use of her offense.

It's an Uzuki 236A that doesn't go as far but Ogre is supposed to be a close-range brawler and he hardly had any good close range buttons outside of 5A before his 5B got buffed too.
236A being good singlehandedly makes him a "boxing" guy because 214A really wasn't cutting it on its own. Hell, 236A was ALWAYS -4 IIRC while 236B was -2 so it always was safe but it just had absolutely no reward until now.
