OVAs were not just "anime on DVD", they had completely different production values because the idea was that the majority of the money would have to be made through people mail ordering the anime in question.
And a lot of them looked like shit. Legend of the Galactic Heroes looked like ass for the first 30 episodes because every release was made thinking "This might be it" and they had to beg for people to keep buying the LDs on every set (that's why LotGH's first season has so many digital replacements- it looked that shit).
But a majority of the time, OVAs were just a director pulling freelancers in on a project, and because they would only be about an hour long and sold for 5000~ yen per 1-2 episodes, with a release schedule of "Maybe will be finished eventually" (Giant Robo's release schedule vs HxH OVA for example) they had all the reason in the world to look great.
Anyways, the other posts comparisons are still bad. Berserk 1997 is a fucking slideshow for a start, but Berserk 2016 is bad for unique reasons, and the typical 90s TV anime didn't look that great. Compare V Gundam, the premier Gundam of the 90s from the original creator to Gundam SEED to Gundam IBO to the recent GquuuuX. You'll quickly recognize that V Gundam is the only one on this list that has zero shading whatsoever.
