So yesterday, in a thread about PC-98, I discovered that you can translate games live using Retroarch.
Just download Neko Project 2 (Retroarch on Steam won't have this option so easily, but in the normal version, it will be available for download from within Retroarch itself), and using the "accessibility" section, you can configure the automatic translator (use ztranslate.net as the service).
Then just choose a key to serve as a hotkey for translation and enjoy the games and VNs. The translation may be poor at times, but it is possible to understand practically everything that is happening.

Anyway, unless you're a total troglodyte, you'll notice that the people who made most of these old VNs that are so highly praised were artists who were very skilled at what they were doing. They weren't enthusiasts without knowledge; on the contrary, I bet that 90% or more of them were artists with formal training, like, with university degrees or at least studied the subject in a specialized way.
There are countless artists capable of reproducing this same style today, but they don't come cheap.

I'm an artist and I've been studying old anime to replicate it in my games. And I can tell you the reason is a cultural shift in media. Old anime didn't look like that by accident. If you search through their manuals, key frames, character designs and background composition you will see that everything was deeply payed attention to and the intention behind even simple details was taken into account. There's a manual from the original Sailor Moon where the director corrects the animators and tells them her ponytails shouldn't look neither like straight lines nor as pigtails, but as soft, olympic ribbons. He made them 3 sketches to show them the 2 wrong ways, and the correct one. It also goes into the exact size of the skirts and how short it should look to be on the sweet spot. These are just some of the hundreds of details they pay attention to in one series. In others, you had specialists animators who dedicated themselves to draw machines like mecha, airplanes or guns.

Also, animators were genuinely more rebellious and daring. They enjoyed being transgressive, ultra violence, fanservice or just the work they did in general. Some authors included yaoi or yuri just to shit on the conservative society of Japan back in the day. They went through their own version of the satanic panic of the west. A lot of this was helped by physical media like OVAs and movies.

Modern anime is the opposite. Is mass produced slop that needs to be made and done as fast as possible without the less attention to detail. Because if you start to add too many specific details in an anime, you will need to train your animators and have team work. But in modern animation everyone needs to be replaceable so they can be transferred and passed to make the next flavor of the week in an instant. If you lose even one episode the whole pipeline gets destroyed and suddenly you can't make the next 6 episodes and the season is cancelled.

Use e-hentai. Despite the appearances is the best resource for manuals and many old/lost media. Japs and otaku have been hoarding stuff there. You will need the basics and some English material if you don't know anything. A good start is Hayashi Hikaru to get the feel and basic facts. Is a vintage series at this point and many of the books can be found for free because is very old. Once you have that you can use the tag "how to" to keep exploring, japs have manuals for almost everything. And if you want to imitate a specific artist the best option is getting their artbooks and studying their techniques directly. Because not everything had a similar look in the 90s/80s, is probably going to be a while before you decide for something but that's fine.

OVAs were not just "anime on DVD", they had completely different production values because the idea was that the majority of the money would have to be made through people mail ordering the anime in question.
And a lot of them looked like shit. Legend of the Galactic Heroes looked like ass for the first 30 episodes because every release was made thinking "This might be it" and they had to beg for people to keep buying the LDs on every set (that's why LotGH's first season has so many digital replacements- it looked that shit).
But a majority of the time, OVAs were just a director pulling freelancers in on a project, and because they would only be about an hour long and sold for 5000~ yen per 1-2 episodes, with a release schedule of "Maybe will be finished eventually" (Giant Robo's release schedule vs HxH OVA for example) they had all the reason in the world to look great.

Anyways, the other posts comparisons are still bad. Berserk 1997 is a fucking slideshow for a start, but Berserk 2016 is bad for unique reasons, and the typical 90s TV anime didn't look that great. Compare V Gundam, the premier Gundam of the 90s from the original creator to Gundam SEED to Gundam IBO to the recent GquuuuX. You'll quickly recognize that V Gundam is the only one on this list that has zero shading whatsoever.

Both characters basically have one static look and the diversity of expression takes away from the scene.
As someone who has actually read the manga for this work, the main character is supposed to look pretty crazed, he's basically little more than a Tarzan or Kid Goku, a wild child, and Bat-Man (actual name) having that "That was pretty cool" look at the end was the intention.
In the original, the scene is a mess of speedlines and awkward, one note expressions that takes away from what the original was trying to showcase, and I can be confident in this because I know I am the only person here who has seen both anime and read the manga.

It's deliberately referencing the mangaka's style. Those postcard memories are one of the most mesmerizing parts of the remake for how they capture his colour art without compromising, and it's always reserved for key moments.

Mothers heard a kid had seizures watching the Pokemon episode and got concerned that maybe their kids were going to have seizures or were displaying symptoms of a minor seizure, and it spirals from there.
Its flashing lights weren't that dramatic for TV anime before then either. GaoGaiGar has some painful flashing lights, and most mecha anime in general go real over the top with them. That's why a lot of anime would have that "Watch in a brightly lit room" warning as well, because those could genuinely damage your eyes, but the Porygon stuff was not causing 5000 kids to convulse.
