Because whenever a shitty graphics card spiel occurs over water effects. Implementing it into a game engine with good performance is a lie.

Too limiting in what you can do because you're restricted to one environment: The ocean. And even then, if you want to make an ocean-based game where the main focus is sharks, you really don't have a lot of options.
And at that point, why settle for sharks when you could simply do "eldrich sea monster horror" instead? Like, sharks aren't even that scary. Don't flail around like a retard and the worst they'll do to you is a relatively harmless nibble out of curiosity before they get bored. Yeah okay they're fast and have big scary teeth. They've still got no limbs, no way to defend themselves, and their only domain is the water.
