Handhelds that aren't Nintendo handhelds always perform poorly. The PSP sold well because it was an easily hacked system. The attach rate for the PSP was 3 globally despite having a pretty beefy library. To put that in perspective, the Dreamcast had an attach rate of 8 and the Virtual Boy had an attach rate of 5. Despite that low attach rate, online lobbies were pretty healthy for a lot of games making it pretty obvious it was a piracy machine for most owners.
The PS Vita, on the other hand, was NOT easy to hack, so nobody gave a shit about getting one and even if you did you did hack it the prohibitively expensive proprietary memory card used put you off using it for such a purpose.
