It makes sense, all things considered. If a healer can keep heals up already there's no point in upgrading them until DPS is kitted, as every kitted damage dealer will make every future run that much faster, while healers usually get first pick on stuff that boosts buffing/debuffing since they can roll it into their rotation easier than others.

There's lots of correct answers and none of them are fundamentally wrong.

Loot rolling is often the "fairest' answer because you're shoving a bunch of random people together and telling them "play nice," but people are horrible shits, so taking the choice away from them with random chance will still frustrate them, but less than arbitrarily giving it to someone else depending on a statistic.

You give it to the loudest MF and promise the next one to the 2nd loudest MF.

You give it to whomever will benefit the group the most.
If the healer has a Trinket that gives them +12 Healing while the DPS has one that gives +25 Damage, you give it to the Healer.
The real bloodbath starts when you get into cosmetic/non-combat rewards with low drop rates, like mounts and costume pieces for transmog.
For stuff like that, random chance is often the best choice, cause otherwise people will whine a lot unless it's a very carefully curated group.

Not in a well-made encounter. But you are right that DPS generally gets priority.. if the jump is significant enough. If the team is gearing up for the next subsequent raid, rather than just optimizing current, minor DPS buffs will be negligible and a bonus to healing may be what they need to start progging next.

usually you have time in between the raids to gear up most of the team over time so healers should be the last to receive gear. it's kinda fucked because tanks getting gear makes it so healers need gear a bit less so you get the tanks geared, then the dps, then healers are last because the raid benefits the least from it. in a game like wow, you can always just bring in another healer for a fight too and the dps dealing more damage will offset that a bit regardless. ff14 is different with set roles but healing in that game is a fucking joke.

I remember in Mists of Pandaria when Titanforging was a thing, an officer that got the first trinket off a boss also got the 3rd trinket that dropped too because it titanforged and some players left our guild because of it. What a stupid fucking mechanic Titanforging was.

The only way I'd consider giving something like that to a healer is if there was a particular phase of the boss fight that required very intense and sustained healing, and only if it caused A: raid deaths that led to a sloppy clear, or B: mana issues on the healers that caused them to lose uptime on buffs/debuffs.

DPS getting the drop is gonna be the right call like 95% of the time, though.

If the group has someone deliberately sandbagging their healing that results in DPS tanking the floor and it still easily clears, then it doesn't sound like they're doing hard or current content (I might be talking out of my ass here, as I haven't played MMOs in many years), which likely means the drops aren't going to be critical pieces of gear. In that case, /roll is the best option.

I remember in TBC, whenever my guild would promote a trial to member they did it along with giving them a really significant item ahead of everyone else to make up for the fact they were second string on loot for a month or so and that was a really good player retention mechanic because it made the trial feel like the guild appreciated them when they got a big item before everyone else. Because it retained players, there wasn't a lot of turnover so that system worked well and it also stopped the officers from getting every big item first.

As a Resto Shaman, Resto Druid, Prot Warrior, Holy Paladin player, I can clarify B has no claim unless they're competing with alts, fresh guild members, or some other moderate reason since healers have other choices.
