2D platformers are significantly easier. Shooters too, if you've successfully opened Unreal Engine you've already got a vaguely competent shooting game made. On the surface fighters seem easiest but balancing is extremely difficult. I very recently rewatched The Last Airbender, and gave Korra a second shot with extremely lowered expectations. TLA was planned to be three seasons and got three seasons. TLoK was planned to be a mini series of just a few episodes, but then Nickelodeon wanted it to be a whole season of a show. And then they wanted it to have another season. And then Nick wanted more after that. Korra sucked from the very beginning. They got poisoned by JJ Abrams' non-problem of escalating threats and decided to shit on the anime qualities of the original series because they wanted to be "mature" and "serious" and "adult," which really just means everything has to be drab, ugly and boring. ATLA's awesome fight scene choreography doesn't exist in LoK and the tone is all over the place, it's like it doesn't want to be a cartoon but they sometimes make allowances because they know it is and it just comes across as awkward at best.

The bottom line is they didn't realize what made the original good. This happens to creators all the time. They throw shit at the wall, it sticks but they don't know why, so they throw another handful and another and another and they all miss. They just got lucky.

Hero-based games have more characters than fighting games. Most action-fantasy series have a ton of characters because it's fun to come up with new characters. Following that logic, the smart thing to do is to make a game that lets fans make their own characters, but it's way easier to just copypasta the preestablished ones, and normalfags think that's what they want so it's win-win in everyone's eyes, except the customer once they actually play the thing.

Reminder that people made licensed fighting games all the time in the past and that this isn't a new phenomenon.They're quite easy to make, you just need a couple characters, animations for movesets, some "nice" looking cinematic supers for trailer bait and a few static arenas that will be viewed from just one angle and that's it. Just remember you don't have to be hyper fixated on making the game competitively balanced. It's perfect normalfag bait because people always want to see "what happens if x fights y" and as long as you can mash buttons on your couch with your friends it'll be fun. The only other avenue I can see for a licensed anime/comic/cartoon game where you want to showcase a bunch of characters is a JRPG, like you said. It's easier in terms of programming mechanics (combat is either much more simplified than a fighting game, or turn based which takes out any hitbox/hurtbox issues to make it even easier), but harder in the sense that you need actual big sprawling areas modelled and painted for the player to explore in, instead of just a tiny snipped of it you can polish to look real good in a fighting game. However I also think it would be potentially less popular towards the average consumer. I don't think people like RPGs that much, turn based even less so. Whereas anyone would be on board with a fighting game they can mash in with their friends.

ATLA worked mostly because of the people they had working on it. Aaron Ehasz came from Futurama and Mission Hill. Dave Filoni and Giancarlo Volpe came from shows like King of Hill and Kim Possible. Joaquim Dos Santos was basically the guy who directed all the episodes of Justice League Unlimited that had cool action and fight scenes. They didn't really have many of these same people for Korra except Dos Santos who unsurprisingly directed/storyboarded some of the better fight scenes like the Lin vs. Kuvira one. The new series won't even have that.

ATLA was like Michael Jordan on the Chicago Bulls. LoK and the new series are like Michael Jordan on the Wizards. Same head guy but it's blatantly obvious the talent around him the first time was wha was really important.

MOBAs are dwarfed by fighting games in gameplay presentation, something already admitted by MOBA developers themselves, as a 2XKO character is magnitudes more unique than their League of Legends counterparts, and most Musou games follow a heavily structured gameplay formula that limits most character originality. Yes, Teemo can do more things in 2XKO than he can in LoL, but you're being disingenuous because Teemo is far, far from a normal fighting game character.

He can also buy items and set spells like Flash in LoL, which gives him more things he can do. This is true for every character, obviously.

But most importantly, you're downplaying the full context of those abilities. Can Teemo plant grass in LoL? No, but he doesn't need to because there's grass all over the place. They gave him the ability to create grass because that's a normal environmental mechanic in LoL, but fighting game are afraid of anything that isn't a two-dimensional flat plane so they had to relegate it to a single character. And the updraft and parachute follow the same problem. All they do is let you get or stay higher up on the screen. In real life, if you had the ability to fly or super jump, you could get an strategic advantage on your enemy by accessing places they can't or might not even be thinking about. In a fighting game, you are always in your opponent's face, almost at arm's reach, even when you're in the air. Giving Teemo those abilities in 2XKO doesn't mean much, but if he had them in LoL he'd be significantly stronger since he could run from any fight and always take fights where he has a high ground advantage. This is even more true in a shooter or other kinds of action games, where terrain can be an insurmountable advantage. In a fighting game, it's just "my pixels are up here now." Alright, cool. Who cares?

The same is true with his fire. It can give him a better jump, but otherwise it's just an attack. Most things in fighting games are just that: frame data. You can put whatever animation you want on it, it's still just a launcher. Does playing Teemo make you feel like a character that creates fires?

I like 2XKO and dislike LoL, but you never debunked my original statement. If the characters you want to see fight use guns, they'd be terrible in a fighting game, because they wouldn't be able to use cover or fight from afar, fighting games always put you like 10 feet away from each other. If the characters you want to see fight use minions, they'd be terrible in a fighting game, because they have to be prebaked into their animations, fighting games don't have NPCs hanging around that you can manipulate or hide behind, and you can't micro multiple characters with a single pad or stick. If your character is a support, fighting games are terrible for them, because fighting game players are allergic to co-op. If your character uses AOE attacks, fighting games are bad for them, because everything's on a 2D plane so your attacks need to be neutered to give the opponent a chance of dodging with their limited movement. People keep bringing up Hunter x Hunter. That's a good example. In Nen Impact, Chrollo is the dude who fights with fish. Do you think that accurately describes his character from the manga? No, not even a little. Even that ability isn't depicted correctly because fighting games don't actually take place in any kind of environment, they're all the same flat 2D plane and the only thing that changes is the background. It's all just smoke and mirrors. Can Indoor Fish be a real ability in a hero shooter? Of course.
And that brings us back to ATLA. Its biggest feature is how characters use the environment of fight. That's literally what bending is, but I'm talking about all the scenes where characters use corners and stairs and trees and wells and doors and rooftops and so on as part of each scene's identity. You 100% do NOT get that in fighting games.

Budget is a big problem action cartoons don't get made anymore. Also arguably the early and mid-2000s was the apex of seeing reasonably competent and serious attempts at action cartoons on TV as at various times you had stuff like ATLA, the various DCAU shows, Generator Rex, the second season of American Dragon Jake Long and probably other stuff I'm forgetting that weren't intended to be comedies and had more serious ongoing plots.

Also ATLA itself was lightning in a bottle in terms of hitting at just the right time to ride on the wave of the initial 2000s anime boom, had a lot of generally talented people working on it who would go on to create their own shows and become bigger deals themselves and most importantly the setting and lore was just detailed enough to grab people but not so detailed that people couldn't think of things to do with it for fan content (histories, cultures, OCs, fanfiction, etc.).

I think people overlook that last aspect as a big part of why Korra bombed. It did a lot to completely demystify the setting by explaining and revealing a lot of shit that didn't need to be explained or revealed and taking away the imaginative aspect that drives fan content and thus ensures fan loyalty. Nobody needed to know shit about the spirits, the origins of the Avatar, have impactful one off things like lightningbending, metalbending, bloodbending, spiritbending, etc. become common, have the world resemble a dieselpunk story, and whatever else.
