RA is massive for the space it occupies and the fact that it has its fingers in Duckstation, PCSX2, Dolphin, and RetroArch natively makes it impossible to compete with. Dolphin especially is a big hurdle that RA took years to clear, and the whole community driven aspect saps things as well- RA currently supports FIFTY THREE platforms, with Wii on the way. Of those, 9,947 games are supported.
Even at an optimistic rate of 3 sets being made per day, it would take 3,316 days (9 years) to clear the current catalog of RA, which gets multiple new sets every week, and a lot of those require a lot of technical skill, like the FFXI achievement sets, or the PS2 ones that use the online multiplayer functionality.

It is simply impossible to create a reasonable alternative without steal RA's existing content, which would probably just kill every site involved by the end of things.

I'm a retard who does enjoy achievements. While I do find retroachievements fun in general, some of the sets are truly fucking retarded. No game should have over 100 achievements. 30-40 is a good number that includes progression, completion, milestones and challenges. Because its community driven, you get a lot of games with over 100 achievements where at least half of them are padding. Good example is Super Mario 64, which like in your RE4 example, includes a lot of achievements that involve speed running techniques. But more baffling are achievements for getting every one up in every stage. If you didn't know, several stages have one ups that are entirely rng whether they'll appear or not. So if you want all of them, you have to sit there reloading until the game decides it wants to spawn the one up. Dragon Quest 1+2 for the GBC is a set done right. It's 73 achievements across 2 games and to get 90% you have to just beat the games then there are some that have you do specific things like bring the princess to the bad guy instead of home

A little misleading. The actual process of creating sets typically requires no technical skill. This is part of the reason why RA succeeded. The barrier to creating most sets is low, which increases the number of set developers.

Personally, I think cloning RA would be a small-minded aspiration.
It'd be better to have an open achievement ecosystem, intrinsically unreliant on a central authority. The focus would be on portability and locality of achievement sets, which would be standalone self-contained packages like a zip file containing things like the achievement logic, icons, and metadata.
You'd have a translation layer connected with Retroarch or whatever that can identify these standalone sets, capable of importing them into a local database. Sets are typically only a few KiB each even uncompressed, so space wouldn't be an issue. If you wanted, you would also be able to connect to a server hosting their own achievement sets. Each server could have its own rules and leaderboard, so you wouldn't be completely dependent on one central entity. Progress on a server could be duplicated onto your own device, so if you leave a platform, you wouldn't lose any achievement history or progress.

That's my dream for achievements.

a very concise tl;dr is that pokemon clover, 4chan made pokemon firered romhack that was one of the most requested games on the site, was finally about to receive an achievement set. then some people (including the admin of the cutting room floor, iykyk) started a movement to get the game banned.
everyone on the staff didn't want it banned, so they released a statement saying they would allow everything that wasn't straight up illegal. those people got really mad and started sending threats to the staff, including the site's founder who was very hands-off. the founder got scared and overruled the admins decision, releasing a new statement (less than a day after the first one) saying they would not allow ""offensive"" content anymore, banned clover, and other games too.
a bunch of staff and longtime contributors quit, because the founder essentially caved to a vocal minority that was sending threats.
also one mod (the one who wrote the pastebin text) got doxxed because he was in favor of not banning clover, and received threats using photos of his newborn child (yes, really). the only way for someone to get access to that kind of info would be if they were on the admin channels on their plebcord, in other words there's a traitor among the admins
basically the site fucking imploded because the founder caved to doxxing threats from a small vocal minority who didn't want pokemon clover (a pokemon hack with 4chin humor) on the site

It's a neat idea. However it's extremely retarded that these achievements had to be hosted through a website you need to register. This should would be 100x better if you could download achievement plugins for individual games, plop them in a RetroArch folder somewhere and no log in required. That way people could use multiple different sets of achievements if they wanted, for example if I wanted achievements for Pokemon Clover I could just download the set and keep it stored in a RetroArch folder or something. Trannies can't infiltrate my device if it's locally hosted. Idk if any of that made any sense, maybe someone will get it.
