I think true resurrection is a 7th level spell and the Max you can cast is 6th by endgame. Jergal being in your camp was a huge abnormality and he was only interested in resurrecting people you asked him too.

Would regular Raise Dead (5th level) work if you just stapled the head back on the body? It says it closes mortal wounds, and all the necessary bits are right there.
