his state of mind to me indicates it wasn't a conscious decision. when we do things it's based on instinct (i'm hungry, i need to piss, i'm cold) or reason (it's 5 oclock, i need to do this by that time or i'll be late). James didn't reason out a plan to kill his wife. he suffered a complete psychotic break and every part of his brain that wasn't reasonable or rational was in control in that moment. he couldn't admit what he did to himself because it went so against his nature and how he felt about his wife (ultimately embodied by his conversation with her after beating the final boss) that he lost his hold on reality.
but at the same time, it's a story. it's not about the cops or the logic of it or whether or not Laura would be safe around someone like that (in the premise, everything in the Leave ending is James resolving that guilt, trauma and his fractured mental state) because it's not that kind of story. it's Silent Hill, not CSI.
