It's not just the retailers' fault. The official supply chain that's set up by Nintendo goes through the US, so if they're officially licensed they don't really have a choice.
If they want to set up their own import operation, that introduces a bunch of problems. First of all, they won't be doing it at the same scale, which means the products will be subject to even more tariffs. Importing from Japan is obviously much harder than importing from the US, and shipping costs will be quite a bit higher. Same goes for Europe to a lesser extent, and the base price of the hardware in Europe is higher than in the US or Japan. It's an awkward position - either you're a huge retailer and work directly with Nintendo, or you're a tiny retailer and smuggle a bunch of units in your luggage from the US or possibly Paraguay. There's no good solution in between.
