The problem here is Japan was not the only one who invaded and colonized part of China. After the mismanagement of the previous emperor and the successor Cixi just like what they did to arabs westoids especially the brits took part in colonizing different areas of China according to their own westoid agreement and of course the league of nations (founded by of course brits and europoor colonizers) didn't care to penalize this.
