Dense island-city (a New York stand-in) semi-evacuated after a plague, hard quarantine from the military keeps anyone from going in or out, there's a huge criminal presence with some gangs coming together and fighting other gang alliances, meanwhile a small amount of police are still around trying to protect civilian factions who have formed together out of necessity

As a crazy twist for the Far Cry franchise, the player character can CHOOSE to be the bad guy (siding with the gangs and taking over them) instead of being roped into it by default - there is also an option to actually dismantle the enemy gangs and improve life for the civilians with no hidden "you're actually making everything worse lol" (though you will at first since you'll be making the gangs more desperate to exert power/dominance)

Revenge of the Blood Dragon
Terrorists have taken over an island that was supposedly the headquarters of a normal biotech corporation but was actually being used to create bioweapons for the US government. Now it's up to Rex Power Colt to make sure the bad guys don't get their hands on that stuff.
In true 80's action style it'd be a prequel to Blood Dragon for no particular reason.

My ideas to fix far cry and make the series good again:
- go back to a beautiful tropical island like far cry 1 and 3
- Focus on creating a red dead 2 style sand box simulated world with animals and wildlife. surviving on the island is key to the gameplay. far cry 3 sort of had this and it was a key feature that made me play the game in the first place
- Drop the charismatic villain angle and just do something totally different
- Get rid of the ubisoft towers and other generic bullshit that's plagued the series
-Focus on DETAILED fps mechanics, great animations and feel. Tarkov or modded stalker like gun customization but more accessible

Do this one, and you might get complains about it being Dying light or The Division or some other shit, but actually urban fighting is definitely something thats not that explored in Far Cry. Most of the time cities or towns are just safe zones. It would feel to different thou, all of Far Cry's stick is fighting in barely civilized hostile regions on general wild land. Even Blood Dragon has this despite being essentially a cyberpunk game.
