No, he means that if your mercantile skill is higher you can get better deals from regular merchants than what mudcrab/creeper will give you. Bartering usually factors in the mercantile skill of the buyer and seller, but creature merchants just buy for the base price, which is only better if you're unskilled at bartering.

NPC merchants give you bad prices when your mercantile skill is low, and good prices if your skill is high, while Creeper's prices are static and don't change since he doesn't have skills or disposition.
It depends on your skill vs. theirs, but most merchants in the game have pretty low skill. You need to haggle to get the best prices, which also requires 80+ disposition to be good. Like if an NPC offers to buy something for 100 gold, you can instead sell it to 150 or so.

I think it makes more sense for Elven provinces to have more daedra lurking around than Human ones, since there are bound to be more daedra worshippers/summoners there
I dunno about dreughs though, maybe they just don't like cold water

The Morrowind province is absolutely chock full of Daedric shrines due to the pre-Tribunal worship of the Good Daedra (and the subsequent syncretism propaganda the Tribunal had spread)
Daedra and Undead are are not only tolerated by the Dunmer, they're worshipped
