Mahiru, easily. In a game like DR2, which has the most oddball cast in the series, she sticks out like a sore thumb.

Ibuki doesn't have any impact and then she dies. You could erase her from the plot and only need to do minor rewrites to make it work - even her victim status depends on the stupid despair disease, which you could give to literally anyone. Twogami or the chef. The chef is probably the worst DR character from the games, Twogami was a grossly underused fodder character. But maybe part of the joke is that he has the perfect ability for a killing game and he was the first one out.
Ibuki and the animal guy are two sides of the same coin where they're both worthless characters who appeal to waifufags and redditors.
DR2 has a pretty rough cast because several of them are shit and feel like murder fodder, but on the flip side, there are some pretty strong characters that carry that dead weight.
