it's a special that is not worth using most of the time, as the value it provides does not meaningfully exceed its overall cost, like a special should be
meanwhile, trizooka provides instant value in many more circumstances, fucks off when it's done its deed, and has the same "use the special in 3 seconds and start charging another one" of spla2n missiles, except in a special with nearly guranteed effect and not just mild annoyance and disruption that only becomes oppressive when spammed

the only problem with zooka is "you can kill anyone anytime from nearly anywhere"

you're telling me to treat an active, survivable, pressure-unsensitive frontliner like a charger whenever they got their sparkly bits up? "avoid opponent when their special is charged" is solid advice and acceptable gameplay design for splashdown because splashdown is designed to have limited area of effect, but trizooka can just delete you with no prior notice from halfway across the map. no starting lag, very generous oneshot hitbox, and an even more generous mag dump mode that is 100% guranteed to get at least one splat because of its stupid splash damage. and that's before we consider all the collateral from that splash damage.
s3 in general is way too fond of big damage explosions. the only blasts in splat1 that did over 50 damage were blasters and, of all things, seeker. nowadays every other thing just deathflags you. many things do 70 damage, and only four do less than 30, with two of them being shit.
