Civilization VII is a financial failure, the game is already in thin fucking ice that desperately needs to regain some level of popularity, given that they already already had a round of layoffs and despite the latest patch being hailed as revolutionary and 'game-saving' by the youtube shills, the bump only lasted two weeks and the player count returned to being less than half of the 5th game...
And according to Datamine Leaks that already got soft confirmed as true thanks to Firaxis's incompetence, the next two DLC leaders are a muslim corsair woman called Sayyida al Hurra and a new zealander activist called Whina Cooper. They are DOUBLING DOWN on the Harriet Tubman-tier picks!

people dont want dripfed content, they want a large meaty expansion pack with large meaty new gameplay options, and a large meaty portion of brand new civs. If you seperated civs and leaders you cant just do 50% new civs and 50% leaders, you now have to add the same number as both or people will feel choice is lacking

Harriet Tubman was a leader, and thematically fit with the migrant ability. Machevelli was chosen for the same reasons regarding city state diplomacy.

Much like Humankind it creates a dull game with seemingly no variance. Sure you "can" take a new civ to suit your current needs, but there's always just the best option on any path, much akin to science choice in previous games, but almost more rigid.
Plus the civ swapping is half the reason for the eras system, which is where the absolute bulk of the game's most egregious points stems from.

You've got the chance to change up your momento's and playstyle extra era giving you more mobility to maneuver however you see fit and adjust the game strategy towards it.
Civs in previous games were restricted to one era of relevancy and had nothing else in its toolkit. Here a leaders ability can synergize across numerous different civilizations throughout the ages.

Modern era civs actually are great in this, nothing like in the previous games where you've already beaten the game by the time any of your unique shit is online to play with and you're just going through next turn formality clicks.

Nope, and nationalists who don't even play civ games chimping about every personal historical slight in this system while saying the reason they won't play is "muhhh immersionnzz I wanna be Hitler from da barbarians to da death roobitz" believing they're the reason it failed is hilarious as well.

You are not going to sell a strategy game with a dogshit UI, tripled with it being forced as a day 1 console release leading to an unsatisfying system to navigate. It being the most mechanically, and feature complex civilization in the series combined with that tanked it's day 1 sales. Combine that with no huge maps, half the map types missing, no "One more turn" mode, and a plethora of other customization options on world start, resources being retarded for what they wanted, all shit that they managed to add back in some form mind you a few months later in free updates after the good will and damage was done because they put out an early access game and changed extra for early access to the early access.
It's content updates also monthly, with the 1 new leader, 1/2 new civs, and 1 new content also is cheeks, and gamers would've much preferred them to roll out a proper expansion like Gods n Kings did to fix Civ 5.

Yes. It is literally the biggest thing everyone talked about and the most hated one. Everything else came after. Civ switching runs counter to the very core of Civilization's design philosophy, and that it not only got through the ideas stage, but that the team genuinely believed people would enjoy it, ESPECIALLY after Humankind already caught a shitload of hate for implementing something similar, shows just how out of touch the people in charge are both with the industry as well as the core values of the series as a whole.

The game as a load of other glaring issues that make it not worth playing, but by far the most talked about one is provably the Civ switching. There is no point in denying reality.

Those aren't the primary buyers of Civilization, whom were also given the middle finger in being sold an uncompleted game.

All the issues people pin on being related to civ changing are completely independent problems of civ changing in itself. Like the exploration era's economic victory being solely entrenched in colonizing the new content making no sense for multiplayer lobbies, and offered no solution to victory for people whose civs spawned in the new world.

All issues they fixed almost immediately that somehow two developers couldn't rub a braincell together to find out was an issue. Almost like they had no time before the game was rushed out unfinished.

I've been on the other side of the equation too - where I liked an aesthetic of something Pharaoh but the majority didn't and so the game did poorly. It's just something that happens, no need to take it personally unless you're an ideologue.

Civ switching and the era mechanics have been the fundamental flaws that have made 7 unfixable.
It's removed the majority of the way people approach civ and how people play the game. It's too different from predecessors to still be Civ.

The whole point of civ is a >Civilization to stand the test of time
But you don't do that with civ swapping.
People like playing to their strengths and having a game plan and adapting to the world and other players and VII effectively doesn't give you any of that.

They wanted to make it so people could "finish" games but that just made it worse and a different game.
