At the end of WC3, Ner'Zhul's voice says "Now we are one." This is either a complete merger or Ner'Zhul winning.
Asked on the official forums in the lead up to WotLK, the answer given was:
>Before Arthas donned the Lich King's armor, it was the spirit of the former Orc Shaman Ner'zhul whose soul was attached to the armor and then imprisoned (physically) inside the Frozen Throne. Now Arthas and Ner'zhul's spirit are one and together they are the Lich King.
In the book Arthas: Rise of the Lich King, Arthas took full control.
Chris Metzen was asked who is the Lich King, and he said it was a merger.
The Lich King says he was once a shaman during a Howling Fjord quest.
Tirion Fordring looked into the Lich King's heart during a quest and remarks that there is no Arthas Menethil anymore.
In 2010 the official forum answer to who was the lich king was:
>He didn't actually erase the persona of Ner'zhul. In point of fact, these two beings merged to make up what was collectively known as "The Lich King".
Chris Metzen changed his mind in 2010 and said Ner'Zhul is done.
When the Lich King is defeated, Arthas seems confused and asks his weird ghost father if it is all over, as if he wasn't fully aware of what was happening.
It was a total disaster for no reason.
