Once you look st the lyrics to The Fight, it makes sense. The song has the city as a choir where they sing lines that are the opposites to what they sing in Act I and II, saying stuff like 'This city's heart's still beating' and 'The sun will rise, I swear it'. Its also got Roll singing that the hope of man isn't in machine but in flesh and blood. Basically a song saying that the city will fight for its freedom as protoman wanted them to.

Okay, I listened to it again with good headphones instead of my whack ass speaker setup and it's definitely growing on me now. Still firmly believe that it would have been a much better song if they kept the vocals clean and unfiltered. Is the filter supposed to have a deeper meaning, like Wily becoming a robot himself? I don't have good headphones so I can't comment on much, but I think the distortion on Wily is supposed to represent him falling further and further out of touch with his humanity, becoming robotic in soul rather than body. That or the synthetic stuff is literally just supposed to represent Wily's side in general.
But I think at least in some part it's because they don't have TurboLover anymore and they panicked a little. Panther does Wily in the live shows which is fine, but maybe they thought it'd be jarring and not obviously Wily in the studio without distortion.
I think there's probably a happy medium where its still slightly distorted but easier to hear and I hope they take another pass at it before January.

No, the song is still in part of the story. Roll talks about how she's sorry how Light died and is beginning to give up herself, while Mega was seemingly inspired or woke up to realize that Light was still right and that he can change things by pushing past the pain, even in spite of it. The outro lyrics symbolize Roll's desperation and realization that placing all their hopes on Mega is foolish and humans must fight back themselves, while Mega's POV humbly acknowledges he can't do everything alone and he needs the humans to stand up against despair. It's probably one of the last few tracks on the album, and Act 3 most likely ends with Mega dying, not to be a martyr like Protoman, but an inspiration of hope and a legacy to live up to for future generations.

That's 8 of 15 tracks we know so far. It's really hard to tell where the hell the last two fit though. TCMU sounds like a jaded Mega talking to Roll, but the lyrics are a bit too vague to even guess at what exactly is being talked about. I'm guessing it'll come in the next two weeks, and then another Light track, which leads into The Fight. Unless there's another Act 3 track they showed off a long while ago. But at least a majority of the tracks are ones we haven't heard before.

Those last two stanzas, I think Wily knows he's fucked despite killing Protoman and chasing away Mega and he's trying to go as far and burn as bright as he can. He's so drunk on his power that he can't hear his inner voice telling him to stop or maybe he's refusing to listen to himself.
He's lost sight of what he's even doing since he only mentions how far he can go but not where he's going like he was earlier.
The hounds are the City and will be ones, not Mega, to deliver the final judgment on him.
If we continue with the car analogy, he crashes because of the engine/hounds and then both he and the car dies. But cars can be fixed. The Fight plays and Mega fixes the City.
