i miss playing goldeneye as a baby, and getting 1 kill all match, and feeling accomplished because i got a kill.

Countering their strategies is fun and rewarding at high level because they have no original thought.

It's wise for game design to take these types of players into account. Any game will inevitably be exploited, so one should make hard options to protect normal players from super optimizing munchkins without lowering maximum skill expression possible.

There are times where people are trying way too hard in a clearly casual environment to the point that it becomes embarrassing. Like making callouts is expected in a CS ranked match, you're the strange one ruining the game for not trying to play properly in that mode because that's what everybody signed up for, but it's weird in a casual CoD lobby. Sure but, outside of the specific example of playing against a friend much much better than you in a 1v1 game, most people crying about sweats while saying how they just play for fun aren't losing 3/4s of their matches. They're just whining about the handful of times they do get shit on.

The problem is a lot of people will also get offended if you let them win. If you're better enough to stomp even by picking a character you don't know then there's often not a whole lot more you can do without looking like you're just trying to BM them. I had a friend even insist on me playing my main against him despite it resulting in me having like a 150 game winstreak.

I came to a conclusion that cheaters are just people who don't want to play games.
Single player-wise they dodge challenge in playthroughs but rather get the spoils of them. They get bored or annoyed upon the game giving them barriers when they just want to see what's on the finish line and then leave. Some might quit midgame due to cheats overdosing them with a triviallized difficulty.
In multiplayer, however, the conclusion is different. Most online cheaters exist as answer to them constantly losing games, thus acquiring an inferiority complex that only cheating to win above others can satisfy them and, if it is vengeance related, the cheater might act impulsively up to the point of even hacking others or using bots to ruin the match.
There's also another case online-wise where cheaters just cheat for profit, as you can see with gold farmers, as they won't care about the game or its community and if it doesn't profit enough they just quit the game and find a more profittable one.

TL;DR - There are 3 kinda of cheaters (lazy andy, frustrated andy, goldfarming andy), but all of them don't want to PLAY the games at all.

Cheaters are obviously bad and shouldnt be in games, but meta can literally never be taken away without reducing every character or option the players can choose to be the same exact thing. Sweats, I understand sometimes you just want to chill on a game you like, but what are they supposed to do? Punish people for trying too hard or doing too well in unranked? That's either impossible or is just going to make people stop playing. Or is the issue that games have too many systems like "movement slop" that aren't real substitutes for actual skill

I can lose and still have fun as long as I feel like I accomplished something in the match. What's not fun is loading up a game and spending 80% of it in respawn or hitstun.
