Typically it can't. UE5's Nanite is a technology that sort of allows games to do that which is why it was advertised as revolutionary for graphics and performance. The problem is that the map used to have much more detail in beta, but because the whole thing has to be loaded at once and it has to run on Switch 1, they were forced to downgrade. So all the windows and balconies are painted on like it's mario 64, buildings are just blocks with textures etc.

yes, load the entire model into vram, use compute shader to detect which range of vertices are visible to the player, only show that. OR load the entire thing into ram, on the CPU depending on where you are tell the GPU to draw a different subsection of the mesh only. They are most likely using the same engine since red and blue but just upgraded by themselves.
It's an extremely shitty engine for 3d specially when you mix it with how weak the Switch is, but it's the one they know how to use and they aren't in the position of ditching everything and redo all systems on a new engine they don't know either (+ they'd have to pay for using it).
I wouldn't be surprised if the engine just lacks a lot of common modern tech techniques currently so that's why they had no other option but to make a single model. It was that or slicing the city in chunks and make multiple load screens between areas like the old games.
The game doesn't look to me like it even handles lods, or if it does they don't make them, on top of what is the city model things just pop in fully rendered when you reach the distance, although it's pretty high for environmental objects.
Fans are coping saying that a lod for aerial shots or something, you can easily tell it isn't, the city isn't more high poly than than in game.

If you have a model for each building, then you can just create a simple bounding box for each building. Now you only have to check a single cube per building to find out if the building is visible or not, and then you only have to worry about per-vertex culling on buildings that are at least partially visible.

Nanite would easily work with OP's model. It would be able to render part of the city near the player's camera in high detail, and then simplify polygons of the model far away from the camera. It has high static CPU overhead, and it has some restrictions, but for OP's case it would work perfectly.

A separate model for lighting can be occasionally used in games. For example if a game uses ray tracing, it can have a very detailed object of a model to display, and then a much simplified one for ray tracing calculations. But it's a fucking switch pokemon game, it doesn't use ray tracing or any similar techniques. There's just no way it uses that large model for lighting.

when you rip something from a game, you do not get the original assets that the artists worked on. 3d objects are converted to tris when exported to the game engine, and then converted again to a format that can be efficiently read by the GPU. many assets are also encrypted, including components that make up assets that have been ripped. all this obfuscating results in a completely different result to what the artists originally worked on.

Doable if geometry and textures are virtualized, Gamefreak lack the skills to implement this, but 355k tris is not that big these days, 8th gen game characters would hit around 150k tris, 9th gen around 250k tris with some games featuring characters 400k tris and up. 250k polys is nothing for a gpu, it's just that it's precisely for that that they ditched the previous more detailed city, adding the modeled balconies and windows would easily 10x the poly count. This indicates they had the choice between:
- spend time to implement proper LOD and culling so the 250k polys are spend only on the visible models
- just decimate the poly count 10 times and render everything every frame
and went with the second option

If anyone is interested in why this can (but not necessarily is) actually be a problem, its overdraw, not the number of tris or things out of frame getting drawn or whatever. It's a problem with this kind of geometry specifically because you can have many large front faces that overlap depending on the viewing angle and position.

Depends how it's setup. Model tools work much the same way as photpshop with layers upon layers of abstraction.
