they didn't. they made cousins marriagble but siblings can't marry, seliph can only marry julia due to a number overflow glitch, the game doesn't have a script for the ending that accounts for the possibility of seliph marrying julia, and fe4's final ending script accounts for alot (mostly who married who and if anyone died who is ruling what now)
