I'd rather have a game prioritize performance over graphical fidelity, desecrating the system and/or PC to hell and back just to achieve merely mildly attractive visuals.
But to imply that Vanquish even looks bad is incredibly odd. I can concede that certain locations within the game look a bit rough due to excessive bloom, but I'd say everything looks pretty good. The SC-01 Providence is peak sci-fi utopian aesthetics, and a few missions really highlight the city's idealistic beauty.
Even if you don't particularly enjoy Vanquish's art style, it's objectively clear that it's decision to elevate the games performance only benefited the combat.
Binary Domain, while a very pretty game with a great futuristic art style, runs like utter dog shit on consoles. The title would chug to such an absurd degree that it felt like you were playing a cloud version of the game.

This I also agree with. But with both of your previous points, I wouldn't say they detract too much from Vanquish's solid core gameplay loop. The weapon upgrade system and the slow motion depleting the entirety of your meter are definitely negatives, but there are issues the player can still work with despite them.
