there is a limit to .ba2 archives independent from the plugin limit you're familiar with.
when a plugin (regardless of .esm, .esp or .esl) is loading data it can either pull from raw loose files or load a .ba2 archive, speeding up load times for assets.
all official content is compacted in .ba2 format. Base Game, DLC and Creation Club.
many mods will opt to use .ba2 archives to reduce stuttering, this is why many mods on nexus offer loose file or archive variants. weapons and armours are especially recommended to use archives otherwise the game suffers from noticeable hitches whenever you or an NPC tries to equip said item regardless of the speed of your drive.
I was misremembering the .ba2 archive limit being 250-ish or 500-ish. I was counting the number of creation club entries but I forgot each entry has both a main archive and textures archive, resulting in a doubled amount of archives to the number of actual CC entries.
If you have them all installed and then start installing mods on top you'll find your load order crashing much earlier than you would ordinarily find pre-CC load orders due entirely to the archive limit. You need to decompress each of them yourself if you want to have a beefy load order these days and to my knowledge there's as of yet to be an automated process for it.
