Singleplayer game where you are sent to a made up south American country to wage a war against an extremely powerful cartel led by a charismatic leader. First act is spent in the made up country busting down doors and blowing up warehouses/fighting in the jungle, second act you get embedded as undercover and have to fight rival cartels and feed info back to the CIA or equivalent, third act you find out the CIA is funding your cartel and you have to decide whether to rat them out to the public or go with the narrative. Simple three act structure, 10-15 hour campaign and then based on user feedback design maps for multiplayer that you release 6 months after launch without a stupid cosmetics shop or any of that shit.
Just win back the good will of the people and give them some characters to love and some conspiracy shit to debate.
It won't make the same money for the company that live service slop would but if you make a decent game you can long term make lots from merch sales.
Also it's set in the 80s. Also DLC zombies alternative campaign that is shorter but still fleshed out kind of like RDR1 with accompanying multiplayer mode for free. Pretty much nothing short of that would bring me back.
