The EE team took many liberties in patching up fucked or nonsensical level geometry and models. It's somewhat controversial, though I don't particularly mind it since it all fits in very well. I think it would do well for the game to give the monsters proper sound effects, and stuff like that. And it's not like Silent Hill 4 has no technical stuff to improve on. Imagine if someone managed to patch the tank controls back in. I'm pretty sure there's some PS2 effects that are missing in the PC version too. There's plenty for a modder to work with.
