Don't know. I barely remember it, don't remember at all if the related quest or any other dialogue said anything about why it was where it was.
But regardless, I don't think "Dungeon needs reward at end" was a reason, considering how many dungeons had nothing of the sort.
I'm not sure what the relevance is in any case, it doesn't contradict my point.

You paint that as an issue with Morrowind, but I see it as an issue with Oblivion/Skyrim.
I don't want every location to be meaningful and have worthwhile rewards. That's part of the "everything in the world revolves around the player" trend that I dislike.
I want the world to feel like it exists for its own sake, organically. I explore it, sometimes I find something great, sometimes I find something not-so-great or something that would have been great under different circumstances, often I find absolutely nothing at all, and it's all mostly unrelated to me, I'm just someone who happened to go there.
