I really never had much of a problem with Sims 3. On my old system (2.4GHz CPU, mid-range HDD) the loading time was generally only 12-15 minutes. People with better systems were reporting load times of ~20 minutes. I think they just had too many expansions and custom content installed. You don't need all that shit.
Still sometimes have issues with lock-up during saving but generally it runs decently now.
