Your brain isn't finished "developing" ever but while there's a dropoff when you're 25, the last significant dropoff isn't until your late 40s. The bottom line is it's developed ENOUGH to handle sex by 16, and for some before that, but 16 is a safe enough cutoff point. 18 is safe enough to cover 99.9% of late bloomers.

People will never admit just because you turned 18yo or 21yo whatever, doesn't automatically mean you'll stop being attracted to younger girls. Biology doesn't work that way.
