No of course not.
Quick turns don't have a trivial energy cost, they cost as much energy as quickboost.
The degree to which they rotate you is based on your turn rate and the strength of the booster. You can wheel around like a ballerina or budge 10 degrees. Both are bad. Ideally you adjust your build to ensure your quickturns move you roughly 90 degrees, which means managing your turn rate and quickboost strength. You can also fine tune this in battle by choosing between regular or 2nd stage QBs for stronger or weaker turns.
Boosters have a cooldown, and quickturn consumes that cooldown. It has an inherent opportunity cost as you can't evade to the same side you turned and you can't turn the same direction multiple times consecutively without waiting for that cooldown.
Your opponent doesn't exist only within convenient axes covered by your exact build's quickturn angle, so simply performing a quickturn won't just bring your target back onscreen
Quickturn is not unique to 4th gen
You can also drift turn on the ground, which is both faster and provides more direct control to the player in exchange for the fact that you don't usually want to be on the ground.
