I wouldn't. Duke was a parody of a type of character that used to be common in media, but managed to be endearing in his own way. But that archetype is basically extinct. Trotting him out now would be like staging some obscure 16th century Italian play written solely to call some noble a fag. He is a reference without the original.
Replace him with a corny black lesbian girl boss in leopard skin pants with a fro and a prosthetic arm that transforms in to a series of guns. Make her talk like foxxy brown but about microaggressions and have her go "awww hell naww" whenever a big alien appears to invade harlem. Make her a ridiculous diversity box checking shitpost, then make the game actually good and funny. A parody has to actually parody something culturally relevant. Also she stores grenades in her afro.

Would you replace JSJ? Some would say its unthinkable but he IS old now, and rebooting implies you plan to keep fresh games coming in the future, a big restart would be the time to pull that trigger if ever

Your parody example is inherently flawed because the politicized vision you are trying to parody is so extreme by default that the comical version would just be interpreted as a serious rendition by most.
Maybe Duke's kind of parodying wouldn't work today, but I am convinced people would welcome a new Duke game solely for having a badass male lead and sexy bimbos. Devs are catching up to the fact woke is dead.

Duke was a parody of a very specific archetype - a hyper-masculine action star from the 80s. The obvious issue here is that those don't exist, and they haven't existed since Die Hard and The Matrix reinvented the action hero. Basically, this archetype was already dead by the time Duke started making fun of it, and his joke worked because it was still fresh in everyone's memory. Nowadays, you could just make a straightforward Duke sequel without changing anything, kinda how Doom did it, hoping that 40-year-olds show up and bring their kids somehow. Anything else wouldn't be accepted by the masses. But it's pointless, why would you do that in the first place? If you want to make a throwback FPS game, make it original.

FPS. Little to no cutscenes. Short barebones prologue. Huge arsenal of weapons. Diverse cast of enemies with various strength and weaknesses. Good melee. Rewarding exploration and curiosity. Big bad bosses. Entire storytelling tied to map building and optional reading of notes, journals and logs. I don't mind some kind of progression tree and perks, but it's a new thing. Games did not need it in the past, they don't need it today.

Honestly just ripoff Doom 2016. Duke was captured, aliens took over Earth and now he's back. Difference is it should take on a more comedic role.

Part of what never quite worked for me about Duke isn't so much the character as much as the world, more obviously with DNF, they feel like they don't want Duke to be part of the joke. Duke will just say his quips and everyone laughs like yes men, or like OPs image he's so feared he makes Hitler kill himself as soon as he sees him. It's just too much. The whole loose canon, plays by his own rules, 80's action hero archetype only really works when the world isn't encouraging them.
Or just do Demolition Man. That writes itself with Duke. Or if they're desperate, Expandables.

The only real solution there is just not reuse an existing brand and hope people care about "generic 80s action hero" when it's not attached to a brand.

That's not the issue, it's just about going too far with it. In Doom 2016 I think they found a nice balance between making doomguy sound like a guy that needs to be feared and one that can be challenged. In Eternal I think they started going too far in sucking his dick. It's one thing to say Doomguy is feared by the demons but imagine if you saw a demon actually run away like it's a fucking Benny Hill sketch. It'd be too much. Duke might've been born from an archetype but that part is meaningless. Not like action movies ever stopped being made and the guys are still in better shape that your average joe.
