Elder Scrolls tried to make sense of XP by tying skill usage to advancement, since that's closer to intuitive reality.
The with that its problem is there's no story to it. You're just grinding the skill to get better at it. There are no critical lessons learned, no difficult challenges overcome, you're just steadily improving through repetition.
Maybe there never will be an ideal, fun character progression system. generic XP is forever stupid thoughever
