If you're not in control of the game files. You don't own it. And I don't want to hear the cope about Goldberg emu. You still have to pay for steam games and half the time the crack doesn't work.
Its literally better to just pirate and and archive your games now. You can even run them in something like sandboxie for windows or flatpak on linoox with no internet access if you're paranoid about malware.

In the near future, Steam will charge you for storing all the hundreds of games you have acquired over the years; if you don't pay, it will delete all your games, save files, achievements, and other incentives. Steam has always been a trap and keeps all its users like crabs in a bucket.

No, your RAID HDD's are not a reliable archive. No, your SSD's are not a reliable archive. No, your USB flash drives are not a reliable archive. If it's not backed up on a solid media format that isn't effected by magnetism, then it's not archived.
Music, videogames, movies, TV shows, cartoons, comics, webcomics, anime, ebooks, if you want to have it in the future, then you better download it and archive it. Do not trust HDDs, SSDs, flash drives, and standard consumer grade burnable discs. Archival grade discs with a gold layer are the only "know for a fact this will work in 20-40 years" option available.
