intelligent animals engage in play behavior because it stimulates the brain to build neuronal connections beneficial for living. Videogames are an extension of that but with more effort spent on triggering the reward pathways of the brain.

If you really wanna be anal and strip it down to the absolute minimum, it's just a test. Vidya games are just the digital evolution of legacy games, and those games are typically tests of skill against another person. In chess you're testing your wit against another human opponent, and in sports you're typically testing speed and reflexes against other human opponents.

Because there are no human opponents in most video games, you're just being tested against a computer facsimile of a human. All genres of games are just variants of tests. Rhythm games test your rhythm, RPGs test your decision making skills, puzzle games test your wits, shooters test your reflexes and coordination. Whether these games are enjoyable or not depend on if you're passing these tests(or at least, getting better at passing these tests).

Obviously not all games are tests, railroady story games are basically just interactive movies/books and shouldn't be considered games.

Depends on the game? Puzzle games should be wits, combat should be wits and reflexes, extensive RPGs should be an evolution of TTRPGs, and PvP primary games should be a set of rules to compete within. But you can do all of this with accoutrements, and if you do those accoutrements poorly then it makes sense that it negatively impacts the underlying intent.
