Hmm... Now that I think about it, I don't think it's HARD confirmed the roaring knight made the ch2 fountain, but the movie theater thing in ch2 showing it being created suggests so to me, and also, if Kris opened it, what did they have to gain?
It's also often thought that the knight opened the fountain after Noelle & Berdly entered the room, by hiding in the computer closet area, which explains why the two are seated with their books spread out at the end of ch2.

The main reason why I assume Kris made the fountain in chapter 1-3 is because of the colors changing when Susie opens one. Granted, I also assume the knight is Kris soul with Dess body, which would also explain it.
