Shit like patreon didn't exist then, so artists put a lot of the work online, advertised for comissions, and banned other people drawing their characters or posting their art on other sites.
The hilarious part back then, is that I most often saw it with foxes, but every god damn "vixen" looked the same, and usually a derivation of one particular guy's work(astaroth? astoreth? Something like that.)

even fan art is a violation. if you made fan art of a character owned by someone else, that creator is well within their right to have it taken down. if you profit from the fan art, the creator is well within their right to escalate legal action.
you don't see many individual creators do it. but there have been plenty of cases involving nintendo, for example. many choose not to because fan art is generally perceived as a net positive, but that doesn't mean it's legal.
