It sometimes is. I've known a lot of homeless because I was homeless for a while. I'd put them into 3 general categories.
First is the one that most people think of when they think of homeless people. Folks who are genuinely down on their luck, maybe they got fucked over or made a couple bad decisions, but they're otherwise fine and will get back up on their feet eventually. Most of them will make use of all the services for the homeless but not for long, before they figure their shit out again. Some of them will be too proud to accept that help, but they'll find another way.
The second group, and the majority, are a mixed bag of drug addicts, mentally ill, socially retarded, etc. These are the beggars who might stab you when you try to give them a sandwich instead of money (so they can buy more drugs). The absolute worst are in this category. They're not all bad people, but they're all fucked up to some degree. No amount of help will ever make them into "normal" people. Maybe, maybe the drug addicts could be helped, but at the point where they're homeless and still doing drugs, it's unlikely.
The third category is homeless by choice. They don't want to cooperate with modern society so they live outside of it. Generally intelligent and rational people, but not always. Nothing wrong with them, they just don't want to play the game. Usually pretty interesting, sometimes dangerous. These are the ones who travel between different places a lot, usually just walking.
